Byron council approves 9.0 millage rate, accepts $742,928 CDBG grant and authorizes contracts

The City of Byron Mayor and Council met Oct. 12, 2020, and unanimously approved a series of motions including a FY2020 millage rate of 9.0, acceptance of a $742,928 Community Development Block Grant (CDBG) and authorization for related contracts and administrative actions.
Mayor Michael Chidester called the meeting to order at 6:01 p.m. and Council Member James Richardson gave the invocation. Council Members James Richardson, Rusty Adams, Michael Chumbley, Chris Hodges and Alan Dorsey and City Clerk Telina Allred were listed among those in attendance.
On a motion by Council Member Michael Chumbley, seconded by Council Member Chris Hodges, the council approved the city millage rate for FY2020 at 9.0. The motion passed unanimously.
The council also approved, on a motion by Chumbley and seconded by Alan Dorsey, a resolution to accept the 2020 Community Development Block Grant awarded by the Georgia Department of Community Affairs in the amount of $742,928. The resolution authorizes the Mayor to execute all award documents, to contract with Grant Specialists of Georgia, Inc. for professional services, to adopt a Language Access Plan and Policies and Procedures for administering the CDBG, and to open a non‑interest‑bearing bank account for the grant funds. The minutes record the vote as unanimous.
Other business approved during the meeting included: unanimous approval of the Sept. 14, 2020 council minutes and the Oct. 8, 2020 Planning & Zoning Commission minutes; authorization for the Mayor to sign a proclamation supporting Red Ribbon Week (Oct. 23–31) for the Mitchell County Middle/High School Young Marines; approval of $3,250 in matching funds from a state library grant to cover window repairs at the Byron Library (to be paid from the 2015 Cultural/Historic Facility Improvements account); and authorization for the Mayor to execute an agreement with Xerox for maintenance and supplies on a new MICR encoding printer. Each of these motions was recorded as passing unanimously.
The council also held a first reading of Ordinance #2020‑8, an amendment to the city charter to provide for a Joint Utility Commission related to jointly owned natural gas with neighboring jurisdictions. The minutes note the first reading but do not record final adoption.
The meeting was adjourned at 6:11 p.m. on a unanimous motion by Michael Chumbley, seconded by James Richardson.
