Mulga council approves bills, weighs garbage service change for Maytown and reviews splash‑pad plans

MULGA, Ala. — The Mulga Town Council approved routine bills and minutes at its Sept. 3 meeting and spent much of the session hearing neighborhood concerns and discussing local service and park upgrades.
Mayor W. Keith Varner opened the pre‑council session at 6:00 p.m. and later called the formal council meeting to order at 6:30 p.m. Council members Jeremy Davis, Lisa Armstrong, Lelan Taylor and Rachel Davis were recorded present; Chandra Gage was absent.
During the pre‑council portion, council representatives raised a string of maintenance and code‑enforcement concerns. "The restrooms at the park are horrible and need to be cleaned," said the council member identified in the minutes as District 1. District 3 flagged an unkempt property at 127 Forest Ave, and District 1 also described a "dangerous building" at 121 Front Street; Mayor Varner said the 121 Front Street issue is scheduled for a public hearing on Sept. 17 and directed the park‑restroom complaint to the park board.
The council discussed possible changes to garbage service for two neighboring areas. "There are roughly 151 customers in Maytown and 51 customers in Booker Heights," Mayor Varner said, adding the two areas could be serviced in one day. He told the council that turning service over to the Minor Fire Department would require a roughly 5% increase and estimated the cost at "approximately $1,700.00." No formal vote on changing service was recorded at the meeting.
On administrative items, Lisa Armstrong moved to accept the Aug. 20, 2024 minutes as corrected; Rachel Davis seconded the motion and a roll call vote was recorded with all present voting yes (District 2 was absent). Jeremy Davis moved to approve bills for payment on Aug. 26, 2024; that motion also passed on roll call with all present voting yes and District 2 absent.
The council recognized that Wayne Lowery had not been included in prior recognition for yard cleanup, an omission Mayor Varner noted and Councilmember Rachel Davis supported. Melissa Freeman read an apology letter from Shelby Morrison to the mayor; the minutes show Freeman attested the meeting minutes at the close, identified in the record as Town Clerk.
Council members and the mayor also reviewed park and capital improvements. Varner reported park lights are now operational and said there was a meeting with an engineer about bringing water from Lakeshore to the proposed splash‑pad site. "We are going to build a 4‑stall bathroom and get the infrastructure put in with the funds that we have now," he said, adding the town is applying for additional funding for the splash pad itself and that current funds must be spent by a designated deadline. The splash pad surface and features were described as Phase II work contingent on securing that additional funding.
A resident removal procedure and litter‑awareness resources were also discussed: Mayor Varner advised residents to contact the sheriff's department to seek removal of vehicles from the road, and suggested the town contact ADECA about signs or banners to promote anti‑litter efforts, noting well‑maintained yards reduce littering.
Rachel Davis moved to adjourn at the close of the meeting; Jeremy Davis seconded and the council voted in favor. The minutes were attested by Town Clerk Melissa Freeman and Mayor W. Keith Varner.
