Mulga council approves joining Georgia Gas Authority compliance service amid new pipeline rules

Council members voted Aug. 20 to enroll the town in the Georgia Gas Authority's State Regulatory Compliance Service (SRCS), a program to help small municipal gas operators meet state and federal safety and reporting requirements.
Austin Lovelady described the service and why it is needed. "The Public Service Commission and PHMSA, which regulates our natural gas, is coming down hard on smaller municipalities," he said, adding that the town discovered the vendor it had been using was relying on outdated manuals. "Georgia Gas Authority offers a service where they come in and look at all of this and helps us to get in compliance," he said.
Lovlady gave a cost estimate: roughly $9,300 for the remainder of 2024 (broken into monthly payments) and approximately $19,000 for 2025. Lisa Armstrong moved to authorize the town to enter SRCS with Georgia Gas Authority for the remainder of 2024 at the estimated fee; Rachel Davis seconded and the motion passed by roll call with all members voting yes.
The service is to include operator qualification training, pipe fusion qualifications and assistance with required reports. The council did not provide contract text during the meeting; officials said the service will be billed to the town and that staff will proceed with enrollment.
