Nauvoo council awards $317,000 water‑tank contract, adopts Rebuild Alabama transportation plan and approves fire department requests

Mayor Terry Burgett called the Town of Nauvoo regular council meeting to order at 1:00 p.m. on Aug. 19, 2025, with Clerk Nicole Garner serving as recording secretary. Council members Olivia Allbritton, Deb Barton, Denice Perry and Melinda Wills were present; Council member Christian Dill was absent.
Mayor Terry Burgett presented three proposed additions to the previously approved ARES contract — (1) the fire department will be responsible for additional power usage for added electronics; (2) ARES will provide a lock box for inside equipment; and (3) either party may cancel the contract with 270 days’ notice. Deb Barton moved to approve the additions; Olivia Allbritton seconded and the council voted unanimously to adopt the changes.
Fire Chief Matt Sanford asked the council to approve recertification of the department’s self‑contained breathing apparatus (SCBAs). The council authorized the SCBA recertification on a unanimous roll call. Sanford also requested authority to enter into a mutual‑aid agreement with the Carbon Hill Volunteer Fire Department; the council voted unanimously to allow Sanford to sign the mutual‑aid contract.
Sanford outlined a proposal to provide standardized expense reimbursements to volunteer responders for qualifying callouts: $27.50 for a certified equipment operator OR 160 certified; $35.00 for a certified equipment operator AND 160 certified; and $20.00 for no certification. The council limited the proposed reimbursements to responses to structure fires, extrications and hazmat callouts and scheduled a formal vote on the reimbursement policy for the next regular meeting.
Mayor Burgett presented Resolution 20250819‑1, adopting a Transportation Plan pursuant to the Rebuild Alabama Act (2019‑2) for fiscal year 2025/2026; the intent is to accumulate Rebuild Alabama funds for future road and bridge projects. Council member Melinda Wills moved to adopt the resolution, Olivia Allbritton seconded, and the motion carried unanimously.
The council also adopted Resolution 20250819‑2 to award the bid for water storage tank rehabilitation (DWSRF Project No. FS010194‑02). The contract was awarded to Robinson and Sons Construction Services, Inc. at a winning bid of $317,000.00; the resolution passed on a unanimous roll call vote.
Mayor Burgett read the first reading of Ordinance No. 20250819‑3, which would authorize the town to participate in the state consumable vapor products tax revenue distribution program (allowing the town to accept state vapor‑tax funds rather than enacting a local tax). The ordinance received a first reading and the second reading was scheduled for the next regular meeting.
The council voted unanimously to pay annual dues to the Alabama League of Municipalities and the National League of Cities for a combined total of $896.00. Council members also approved a resolution declaring a barrel of scrap material from the Nauvoo Water Works as surplus and authorized the mayor to dispose of it in the most economical manner.
Mayor Burgett reported roughly $118,000 remained in the town’s CDBG demolition project account; he asked council members to consider whether to use remaining funds for additional demolitions in town or to return the funds to the Alabama Department of Economic and Community Affairs (ADECA). No vote was taken on the CDBG funds during the meeting.
The mayor announced a special called meeting to canvass election results on Sept. 2, 2025 at noon, noted he sponsored a table for the Walker Chamber of Commerce breakfast on Sept. 10, 2025, and reminded the council the next regular meeting is Sept. 16, 2025 at 1:00 p.m. With no further business, the council adjourned at 1:53 p.m.
