The Needham Permanent Public Building Committee and the School Building Committee on May 18 advanced schematic design work for the Pollard Middle School project and set a June timetable to reconcile cost estimates with the goal of a June 22 committee vote and a June 25 submittal to the Massachusetts School Building Authority (MSBA).
The committees heard a detailed presentation from the design team outlining a right‑sized floor plan that includes a 750‑seat auditorium, dedicated TV/production and engineering labs, a cafeteria designed for three staggered lunch periods and mechanical and MEP strategies that the team said meet current program needs. "We were successful in being able to shave off a few thousand square feet just through that right‑sizing effort," the design presenter said, explaining the layout decisions and program alignment.
Why it matters: the meeting fixed the near‑term schedule for reconciliation between the owner's estimator and the design team's estimate, with a public SBC review planned June 8 and a final committee vote June 22. Those steps feed the MSBA calendar for project review and, ultimately, the town's financing and voter decision. The team also identified alternates and value‑engineering candidates (photovoltaic canopies, battery storage, planted roofs, ventilation and ground‑improvement options) that could be used to bring the cost in line with the budget.
Traffic and operations drew sustained scrutiny. Committee members asked the design team to arrange a focused briefing by the traffic engineer on the proposed student drop‑off loop and the intersection controls on Harris Avenue. The design team said the traffic consultant had not recommended a signal and proposed separation of buses from parent drop‑off, use of crossing guards during arrival and dismissal, and a double‑lane queuing loop to reduce congestion. "I think it would be very helpful if they could just define the improvement of separating the bus from the car," a committee member said, urging a numbers‑based analysis of expected car and bus volumes.
School operations questions included how the building would support long‑running student projects in engineering and robotics classes, and whether additional custodial or auditorium staff would be needed for evening events. The design team said the building is sized to support current programming without adding classroom‑teaching FTEs, though an auditorium manager for events could be needed.
Cafeteria equipment and meal service were discussed in detail. The food‑service director and a kitchen designer participated in planning; the committee was told the current plan assumes three lunch periods by grade with approximately 450–500 students per seating. "A key exercise at the end of the cost estimate is the value engineering that will happen at each stage," the presenter said, noting equipment requests are being budgeted and may be refined.
A significant procedural vote followed discussion of procurement standards for the SD submission: the SBC approved a long list of proprietary technology items to be included in the schematic submission (building management system, security access and cameras, AV systems, chargers, wireless access, paging/clocks, classroom audio systems and other standardized items). Staff argued that using standard manufacturers townwide eases maintenance, spare‑parts management and integration with the building maintenance and IT systems; members asked that the project include ad‑alternate pricing and evaluate competitors for high‑cost items such as the building management system. The committee approved the list after adding language that technology items will be updated prior to purchase to reflect manufacturer changes and that alternates may be solicited during design development.
Next steps: the design team will reconcile cost estimates with the owner's estimator and Bond on May 29–June 2, distribute reconciled estimates before the June 8 SBC meeting, and present final value‑engineering recommendations for the June 22 vote. The chair and project managers will also coordinate a focused briefing with the traffic engineer and provide a compiled list of candidate value‑engineering items several days before the June 8 discussion.
