Nauvoo council adopts election resolutions, boosts employee top-out pay and approves routine transfers and purchases

Mayor Terry Burgett read Resolution No. 20250715 declaring Deborah Barton elected to Town Council Place No. 5 for the term beginning the first Monday in November 2025 after announcing only one person filed for that seat. Councilmember Melinda Wills moved to adopt the resolution and Christian Dill seconded; the minutes record YEAS from Olivia Allbritton, Deborah Barton, Christian Dill, Denice Perry, Melinda Wills and Mayor Burgett, with no NAYS.
Burgett then read Resolution 20250715-2, appointing Jessica McDaniel as inspector and Randy Rowland, Emma Lou Lawson, and Denise Hall as poll clerks. The resolution set compensation at $25 for training, $125 for the inspector, and $100 for each clerk. Christian Dill moved to adopt that resolution; Denice Perry seconded and the motion passed unanimously as recorded.
On routine fiscal and operational matters the council approved a $2,000 transfer from the General Fund to the Street Department to cover upcoming expenses (motion by Deborah Barton, seconded by Christian Dill); approved renting a bucket lift for one day to remove memorial banners (motion by Christian Dill, seconded by Melinda Wills); and approved purchasing up to $1,300 for two culvert replacement pipes for 2nd Street/3rd Avenue and Nauvoo Road/2nd Street (motion by Christian Dill, seconded by Melinda Wills). The council also voted to add meeting minutes and agendas to the town’s municipal website (motion by Deborah Barton) and to close Town Hall on Friday, August 29, 2025 because both office employees would be out that day (motion by Christian Dill, seconded by Olivia Allbritton).
Council also raised the town’s employee top-out pay from $20/hour to $25/hour. Mayor Burgett noted the town’s current water operator was nearly at top-out, earning $19.26/hour; Christian Dill moved to raise the top-out pay and Denice Perry seconded. The minutes record YEAS from all council members and the mayor, with no NAYS.
In announcements Mayor Burgett said the fire department netted $11,016.03 from surplus sales on GovDeals, confirmed a $3,685.00 annual DWSRF interest and fees payment for a 2016 water project had been made, and noted Capstone’s grand opening set for July 18, 2025 at 2:00 p.m. The council adjourned at 9:40 a.m.; the next council meeting was set for August 19, 2025 at 1:00 p.m.
