Needham NCAC to pilot two high‑school voting members for one year

The Needham NCAC voted May 19 to run a one‑year pilot that will add two high‑school students as full voting members, with the appointments made through an open application and an onboarding process.
Chair Abby Bernstein reported she surveyed eight other LCCs and found overwhelmingly positive experiences with student members. She cited Melrose and Westborough as examples where students participated in grant reviews, managed social media and broadened council perspectives. Bernstein said students told the council they preferred a voting role to ensure their time and contributions count.
Council members discussed logistics including selection (open application publicized through the high school), recommended class year (juniors and seniors), term length (one year), and ways to avoid changing the council’s formal cap: the pilot will use existing vacancies so the official membership cap remains 15. The motion to initiate the pilot passed by roll call; the chair will coordinate with town staff (Josh Levy) and school contacts to publicize the opportunity and draft a job description and application timeline.
Members said onboarding and a clear statement of expectations are critical. If the pilot proves successful, the council agreed it would then consider a formal request to the Select Board to codify youth seats.
