Arts council approves contingency to revoke $750 grant after artist cancels two programs

The Needham NCAC voted May 19 to pursue a formal mediation process and, if not resolved, revoke a $750 grant awarded for the Patriots and Potters program after the artist canceled two scheduled events without notice.

Chair Abby Bernstein told the council she had been informed by the History Center that the artist, Rick Hamlin, “abruptly canceled his program, which is supposed to be happening tomorrow.” Bernstein said an email forwarded from the Housing Authority showed the same cancellation there and that Hamlin complained about publicity and sought additional fees not included in his original proposal.

Bernstein said the council’s grant guidelines require the grantee and two LCC members to attempt a written compromise, and if that fails the council must convene a quorum to decide whether to issue full, partial or no payment. She proposed—and members approved—a contingency that would allow the council to revoke the $750 allocation and return it to unencumbered funds if mediation does not resolve the issue.

Members pressed for a chance to hear Hamlin’s explanation before final action. Bernstein said the council will notify the grantee, allow a response and follow the published protocol. The roll-call vote to approve the contingency plan was recorded as in favor with no opposition.

The council did not immediately apply sanctions; members framed the vote as authorization to follow the formal process rather than an immediate final payment decision. Bernstein said she and treasurer Kavita would be the two LCC contacts to pursue the mediation and report back in writing.
