Union Township board appoints Dr. Barbara Popp interim superintendent, approves multiple staffing changes

The Union Township Board of Education voted Nov. 25 to appoint Dr. Barbara Popp as interim superintendent effective July 1, 2025 through June 30, 2026 at a rate of $700 per day, not to exceed $145,600. The motion passed on a roll-call vote recorded as Yes: 8, No: 0, Abstain: 1.
The appointment followed an executive session in which the board said it discussed personnel matters and the superintendent search. The board also approved a range of personnel actions on the superintendent's recommendation, including the abolition of one full-time Supervisor of Curriculum position effective Jan. 1, 2025 and the concurrent appointment of Laura LoPiccolo as Supervisor of Curriculum, Data, and Reporting, effective Jan. 1, 2025 at a prorated salary of $109,302.
Other approved personnel actions included an amendment to Erica Neighbor-Nagyas a .5 FTE preschool relief teacher (effective Nov. 1, 2024 through June 30, 2025), acceptance with regret of the resignation of Special Education teacher Gina Spears effective Jan. 3, 2025, abolition of one full-time special education teacher position effective Nov. 29, 2024 and establishment of a new part-time (.5 FTE) special education teacher position effective Dec. 2, 2024. The board appointed Cynthia Wiseburn to that .5 special-education post (BA+15/Step 3, prorated) effective Dec. 2, 2024 through June 30, 2025.
The board also approved several leave replacements and new hires: Amy Daggett was approved as a Grade 3 leave replacement at a daily rate of $200 (then Step 1/BA after 60 days) for roughly Dec. 2, 2024to Feb. 28, 2025; Casey Tettemer was appointed Grade 1 teacher at BA/Step 1 (pending certification) for Jan. 2, 2025 through June 30, 2025; and substitutes and parent volunteers were added to the approved lists.
Board members who served on the Personnel Committee and moved the recommendations included Committee Chair John Malone and board president Cortney Dominianni. Several items were approved unanimously (P1P14 recorded as Yes: 9, No: 0), while the interim superintendent appointment carried with one abstention.
The board recorded that actions involving personnel were provisional pending required criminal background checks and emergent-hire approvals where applicable. Documents and timelines for budget-related staffing adjustments were noted as being prepared in separate budget meetings.
Next steps: Dr. Popp will assume the interim superintendent role on July 1, 2025 unless superseded by subsequent board action; the board will continue budget and staffing discussions during upcoming budget meetings.
