Council approves refunds, a park concession, trails grant application and utility appointments

At its March 9 meeting the Vernon Township Council approved a slate of administrative resolutions in the consent agenda and by individual action.
Refunds and financial items: The council authorized three refunds for tax overpayments: $1,915.87 (Mathes, Block 432 Lot 58), $1,627.97 (Maclean, Block 170 Lot 1) and $2,536.82 (Goens, Block 151 Lot 4). The council also authorized issuance of a duplicate tax sale certificate to a purchaser who filed an Affidavit of Loss.
Parks and grants: The council awarded the Maple Grange Park snack-stand concession to The Scoop for the 2026 operating season (May 1—1/Dec.1) at a concession fee of $250 per month and authorized the Mayor and Clerk to apply for the FY2026 Sussex County Trails Grant Program to rehabilitate the Maple Grange Park shared-use path (county grant funding up to $25,000 per applicant).
Appointments and administrative changes: The council appointed Michael Furry (Alternate 1, term to 01/31/2031) and David Bower (Alternate 2, unexpired term to 01/31/2030) to the Vernon Township Municipal Utilities Authority. The meeting also approved an amended signatory resolution for township checks requiring two of listed officials to sign with the CFO always as one signatory; the vote passed with one dissent.
Vote and implementation: Most consent and appointment items were approved on unanimous roll-call votes. The Recreation Department and Township Clerk will carry out vendor-notification and grant-submission tasks; the CFO and bank relationships will be updated to reflect the amended signature requirements.
