Mayor Jamie Eiffler called the City of Reinbeck special budget hearing to order at 5:30 p.m. on April 20. Council members Dale Wambold, Pease, Johnson and Bueghly were present; Trepp was absent.
The council approved the Consent Agenda on a motion by Councilmember Dale Wambold, seconded by Johnson, with four ayes. The Consent Agenda included minutes from the April 6, 2026 special property tax levy meeting and the April 6, 2026 regular meeting, and bills to be paid totaling $97,800.99. Major line items listed in the bill run included Homefront Builders ($59,568.76 for library remodel work) and Alliant Energy ($17,759.87 for city utilities); a full itemized list appears in the official record.
City staff recorded that the required four-day public notice for the FY2027 Budget Public Hearing was not met after the Grundy Register changed ownership and shifted its publication day from Thursday to Friday. The council, on a motion by Bueghly and seconded by Pease, reset the FY2027 Budget Public Hearing for April 29, 2026 at 5:00 p.m.; the motion carried with four ayes.
Patrick Callahan of Callahan Municipal Consultants, LLC provided an overview of a Capital Improvements Plan (CIP), explaining its purpose, importance to municipal planning, and steps for implementation. Callahan advised that boards and department heads should submit desired projects to City Administrator Julie Wilkerson next week to allow the city to proceed with drafting the CIP.
On the Center Street Water and Street Reconstruction Project, Councilmember Johnson moved to approve Supplemental Agreement for Additional Services #1 with Snyder & Associates; Bueghly seconded and the motion passed with four ayes. The supplemental agreement was recorded in the minutes; the document’s cost or scope details are not specified in the meeting record.
Having no further business, the council adjourned at 6:31 p.m. The city’s minutes for this special hearing will be approved at the next regular council meeting, and the reset budget hearing is scheduled for April 29 at 5:00 p.m.
