The Warren Hills Regional Board of Education on Dec. 17 approved a slate of personnel appointments, took first readings of several revised policies and approved bills totaling $5,284,232.79.
Board President Molly Fraumeni called the meeting to order at 6:30 p.m., the board conducted an executive session for personnel, litigation and confidential student matters, and reconvened at 6:45 p.m., after which members approved the Nov. 12 minutes. Business Administrator Donnamarie Palmiere recorded attendance; Thomas Dufner and Lisa Marshall were absent.
The board approved a group of hires and contract items in the personnel section, including a drama assistant, assistant boys basketball coach, assistant archery advisor, multiple paraprofessionals and substitute staff. Several appointments were contingent on the receipt of required paperwork. The board also accepted a retirement effective July 1, 2025.
Superintendent Earl C. Clymer, III presented the NJSLA score report and reviewed district goals for 2024–25, which emphasize curriculum articulation and assessment monitoring, improvements to school culture and climate, and guidance on the educational use and security implications of AI tools.
Committee reports highlighted budget pressure for 2025–26 and facilities work: the Finance, Facilities & Transportation committee reported that the district expects “significant cuts” in the coming budget cycle and that four ROD grant projects received no bids at a Dec. 12 opening; a new bid opening is scheduled for Jan. 23, 2025. The Education, Policy & Technology committee recommended policy updates, including a volunteer-athlete policy proposing a cap of three volunteers per sport and coach-managed volunteer evaluations. The Negotiations committee reported a signed Memorandum of Agreement with the WHRAA.
On policy, the board approved the first reading of revised P 5350 (Student Suicide Prevention), P & R 8467 (Firearms & Weapons) and P 9181 (Volunteer Athletic Coaches and Co-Curricular Activity Advisors/Assistants). The board also approved multiple field trips under Policy 2340 and adopted the Course of Study Program for 2025–26.
In budget and finance actions the board certified the October Board Secretary and Treasurer reports under N.J.A.C. 6A:23A-16.10 and approved the bill list for Nov. 13 through Dec. 17, 2024, totaling $5,284,232.79. The board approved transfers of $94,438.28, student activities and cafeteria bill lists, a special-education tuition contract with Warren Glenn Academy for $67,987.50, a transportation contract through the New Jersey Department of Children and Families at $75 per day for a student placement, and home/bedside instruction agreements with Prime Healthcare ($55/hour), Silvergate Prep ($41/hour) and LearnWell ($61.25/hour).
A public commenter, Mrs. Toth, asked for more information about middle school student participation in middle school sports; the board entered a second executive session at 7:32 p.m. and reconvened at 7:47 p.m., adjourning the meeting by unanimous consent at 7:47 p.m.
