Warren Hills board approves personnel slate, accepts financial reports and advances policy reads

The Warren Hills Regional Board of Education on Aug. 6 approved a broad personnel slate and multiple fiscal measures at its regularly scheduled meeting.
President Molly Fraumeni called the meeting to order at 7:15 p.m. after an executive session. Business Administrator and Board Secretary Donnamarie Palmiere conducted roll call; Superintendent Earl C. Clymer III presented the superintendent’s report, recognizing FFA teacher Patty Smith as the Region 5 Outstanding Teacher and noting that a revised evaluation instrument had been submitted to Trenton for approval.
The most consequential board action was approval of personnel motions that included new hires and role adjustments across school security, teaching, mentor assignments and support staffing. The board approved appointments including Margaret Faulborn as full‑time security (prorated salary $32,896), Raymond McDonald as part‑time security, and Christine Haffling as a teacher ($79,778), with several appointments contingent on receipt of required paperwork. The board also approved a large slate of substitute teachers at $130 per day, substitute drivers at $27 per hour, substitute security/event staff (security $20/hr; event staff $40/hr), substitute custodians ($16.25/hr), substitute nurses ($250/day), and a substitute secretary ($16/hr).
On policy, the board approved the LEA Checklist for virtual/remote instruction and moved forward revisions for first reading to Policy 5516 (Use of Electronic Communication & Recording Devices) and Policy 5516.2 (Student Cell Phone Use). The board also advanced revisions related to Student Discipline (Policy/Regulation 5600) and approved the second read of Regulation 2624 (Grading System). The Education & Policy motions were moved by Alfred Coscia and seconded by Lisa Marshall; two members noted an exception regarding Policies 5516 and 5516.2 while the board recorded approval of the package.
In finance matters, the board accepted the June 2024 Board Secretary and Treasurer’s report, certifying compliance with N.J.A.C. 6A:23A‑16.10. It approved the bill list for July 17–Aug. 6, 2024 totaling $1,252,786.30; the cafeteria bill list of $249,853.88; student activities bills of $57,360.53; athletic bills of $355.00; and transfers totaling $237,934.23. The board also approved two Special Education tuition contracts for the 2024–25 school year—Bonnie Brae for $75,850.00 and Morris‑Union Jointure Commission—DLC for $122,354.00—and a Regular Education tuition agreement with Warren County Technical School for 71 students at $3,000 per student beginning Sept. 3, 2024.
The board accepted quotes and awarded central late‑run transportation as recommended by the superintendent (Krapf School Bus at $119/diem; GST Transport at $123.50/diem) and accepted a $3,500 Center for Youth Social Emotional Wellness (CYSEW) grant for the 2024–25 school year. It also approved the disposal of a list of district technology and audiovisual assets per Policy 7300 (Disposition of Property) and approved the district’s attached facility‑use schedule for 2023–24 and 2024–25.
During the public comment period, Mr. Graf invited the board to the marching band’s performance on Aug. 16 at 7:30 p.m. The board adjourned at 7:55 p.m.; minutes will be filed by Business Administrator Donnamarie Palmiere.
The actions taken are procedural approvals and do not, by themselves, change district policy without the noted future readings or additional administrative steps. The board indicated that several appointments remain conditional on required paperwork and that policy revisions will return for further board consideration as part of the formal first/second‑reading process.
