Waterford Township Board approves personnel changes, HIB findings, budget items and facility repairs

The Waterford Township Board of Education on Dec. 18 approved a slate of routine district actions including personnel appointments and transfers, HIB investigation outcomes, financial certifications and modest facility repairs.
Board President Matthew DeNafo called the meeting to order at 6:30 p.m. and the board returned from a brief closed session at 7:06 p.m. Superintendent Dr. Michael A. Nolan presented recognitions including the district’s Teacher of the Year, Karen Litchko, and retiree acknowledgements for Terri Tait and Colleen Garretson.
The meeting’s central business items were approved by motions and roll call votes. The board certified the October financial reports in accordance with 18A:17-9 and related N.J.A.C. rules and approved three bills lists (bills lists included itemized checks and claims; the largest listed amount was $2,428,114.29 labeled as Bills List #1). The board also approved the Statement of Priorities and the New Jersey Student Learning Standards as the basis for the 2024–25 budget.
On student-safety matters, the board acknowledged and affirmed a set of Harassment, Intimidation and Bullying (HIB) investigations. Several incidents were classified as HIB and resulted in one-day out-of-school suspensions for involved students; other cases were designated non-HIB with restorative practices, seating changes or increased monitoring assigned as remedial steps.
Personnel approvals covered creation and abolition of several support staff positions; the appointment of named support staff and substitutes (pending required documentation); extension of a certified contract for a long-term substitute teacher; and transfers and position changes for current staff. The board also accepted one resignation (a paraprofessional effective Dec. 6, 2024).
Facility actions included two withdrawals from the district’s Maintenance Reserve: $10,000 to fund a heat-exchanger repair at Atco School and $12,500 to replace or repair an RTU exhaust fan at Thomas Richards Early Childhood Center. The board approved the Long Range Facilities Plan and the district’s Hazard Communication Written Program for the 2024–25 school year.
District leaders also approved a school fundraiser (HSA Casino Night scheduled for April 5, 2025), several out-of-district professional-development requests (including a Nonviolent Crisis Intervention instructor training at an identified cost of $4,599) and multiple transportation contracts for students attending regional programs.
The meeting concluded with brief oral reports from board members on legislative and county association items, a short public-comment period with two brief remarks, and an adjournment at 7:34 p.m.
