The minutes state a motion regarding the resolution authorizing closed session was made by Ehren O'Donnell and seconded by Barbara Libak Fanz; the passage is recorded as "carried by unanimous voice consent." The minutes later record a motion to return to open session at 8:07 p.m., made by Barbara Libak Fanz and seconded by Jason Galante, also carried by unanimous voice consent. The regular meeting adjourned at 8:20 p.m. on a motion by Barbara Libak Fanz, seconded by Daniel Hoover, carried by unanimous voice consent.
The minutes contain an unclear sentence in the closed-session passage that appears to conflate authorization of closed session with "open the meeting to the public"; the published text is internally inconsistent on that line (see audit).
