The Owens Cross Roads City Council approved the city’s fiscal-year 2024–25 budget and a transportation plan on motions offered during the meeting, city staff said. Council members also passed an omnibus set of municipal-court contracts, authorized the purchase of six ARPA-funded tablets and approved a state sidewalk-improvement grant for a stretch from the east side of Baker’s Hardware along Wilson Street to the school.
Christie, the staff presenter, summarized resolution 24-029 as the council’s adoption of the 2024–25 transportation plan and confirmation that funds collected through the Rebuild Alabama excise tax on gasoline and fuel will be used for road maintenance, improvement, replacement and construction in accordance with state law. The council approved the resolution by voice vote.
On the city budget, Christie presented resolution 24-030 as the proposed budget for 2024–25 and explicitly noted the draft excluded grounds-maintenance payroll and grounds-maintenance diesel; the council then voted to adopt the budget. Christie also introduced resolution 24-031, a procurement policy requiring purchase orders for purchases over $500 (excluding travel and training), which council adopted after discussion of the approval workflow.
The council approved resolutions 24-033 through 24-043 in a single omnibus vote to adopt contracts for municipal-court prosecutors, public defenders, substitute prosecutors, substitute public defenders and substitute judges for 2024–25. Christie said one voice vote covered all of the listed contracts.
Resolution 24-044 authorized the purchase of six tablets for use during council meetings and other citywide functions, to be paid from American Rescue Plan Act (ARPA) funds with any excess charged to the technology/equipment fund. Council members emphasized that ARPA funds are for certain allowable uses and that any overage would be absorbed by the equipment budget.
On infrastructure, Christie presented resolution 24-045, approving an agreement with the State of Alabama for a sidewalk-improvement grant covering the area from the east side of Baker’s Hardware along Wilson Street to in front of the school; the council voted to adopt the agreement.
No individual vote tallies with named roll-call votes were recorded in the meeting transcript for these items; motions were made and passed by voice vote as the mayor called for assent. The council adjourned after routine department reports and public comments.
