The Williamsburg County policy committee met and approved its consent agenda before reviewing a bundle of board policies that the committee recommended the full board address.
The committee discussed Policy BD (organization of the board) and identified a conflict between a clause that names a neutral person to preside and count ballots and another provision allowing officers to be elected by a show of hands. The committee agreed to delete the sentence requiring a neutral person and to add language under the election process naming the superintendent or the district attorney as an option to preside when a ballot is used.
The chair recalled a previous recommendation from former chair Reverend Dick to limit consecutive terms for officer positions (chair, vice chair, secretary, parliamentarian). Committee members discussed two- and three-year options for officer terms and expressed support for a limit that would not exceed three years. The committee agreed to recommend a two- or three-year term limit to the full board for consideration.
On Policy BB (board meetings), the committee reviewed a proposed memorandum of understanding to use the county chambers for meetings. The chair said she had discussed the MOU with the county supervisor and that the supervisor's attorney had no substantive issues; the supervisor requested the superintendent's signature to finalize it.
Committee members also flagged state-mandated policy language, including provisions on professional staff contracts and compensation. The policy packet currently references an effective date of July 1 for annual salary changes and includes a paragraph stating the board awards teacher contracts on or before April 15 and that teachers must provide written acceptance by April 25. The chair asked administration to confirm those dates and other state-prescribed language before the item goes to the full board.
The committee noted some policy language on national board certification and a reference to the now-defunct TERRI program does not match the state's current text; members asked staff to obtain the current state version for accurate updating.
The chair asked all board members to review policies and report discrepancies to the policy committee so the school board association can tailor section G to reflect Williamsburg County's needs. The meeting concluded after a motion to adjourn was made and seconded.
Next steps: the committee will forward its recommended edits and the suggested officer term limit to the full board and will ask district administration to confirm dates and state-mandated language before final action by the board.
