Council approves CDBG grant resolution, air-ambulance benefit and local permits; pond moved under Parks & Rec

The body approved Resolution 2026-7 to support a CDBG grant application for drainage improvements in neighborhoods including Griffin, Johnson, McFadden and Sherman, following a motion moved by Councilman Madison and seconded by Councilman Davis; the Mayor recorded the vote as 'I.'
Personnel matters presented during the Attorney’s report were approved, but one member stated an abstention on a personnel item because of a familial relationship involving the employee (the Mayor stated he would abstain due to the employee, Britney, being his niece).
The council also authorized city staff (the Mayor, Peyton and HR director Debbie Jones) to begin the process of enrolling employees in Enterprise air-ambulance memberships as a benefit; that motion was moved and seconded and the council approved the budgeted enrollment. Building and plumbing permits (including a new roof permit for East Front Street and a mobile-home permit on Old Highway 43) were approved as presented.
Regarding the pond behind the hospital, the Mayor said the city owns the pond but surrounding land is in receivership; new owners asked the city to curtail fishing until transactions complete. Council approved bringing the pond into the Parks & Recreation system and set it as a daytime-only park (open during daylight hours, closed at dark except for organized activities); the Mayor was authorized to set hours and signage.
All motions reported at the meeting passed without recorded opposition, and the Mayor said these actions are part of previously budgeted items unless noted otherwise.
