A public hearing before the Village of Denton Board of Trustees on Feb. 3 drew developer presentations and public questions about a proposed residential subdivision and a request to change the village zoning ordinance.
Developers Tim Aschoff and William Jefferies asked the board to amend Section 5.07.06 of the 2007 Zoning Ordinance to reduce the minimum lot size for single‑family detached residences from 12,000 square feet to 11,000 square feet to allow a denser layout for the St. Mary’s Addition, a proposed development on a 9.31‑acre tract (Lot 173 IR, NW1/4 Section 22). Mike Bacon, the developers’ attorney, outlined how tax increment financing (TIF) could factor into the project’s financing.
The preliminary plat for St. Mary’s Addition shows a mix of housing types: single‑family homes, duplexes, townhouses, a church and rectory, and a single‑level two‑bedroom apartment building intended for a 55+ population. As part of the proposal, the developers offered to pave the undeveloped portion of 6th Street within village limits in exchange for waivers that would remove sidewalks along the outer perimeter on West Denton Road, citing drainage and topographical constraints.
Blackledge, who answered technical questions for the developers, told trustees that the village’s current water tower has capacity to support the proposed development but that the village lagoon will need expansion as growth occurs; Blackledge also noted existing lagoon infrastructure needs significant repair and that drainage for the site runs along the west side of the property.
Trustee Amanda Fangmeier said she is a runner and expressed concern that there would be no sidewalk on the north side of Denton. William Jefferies told the board the proposed sidewalk layout would service each lot and said adding sidewalks along West Denton would substantially increase project costs. The board also discussed subdivision ordinance language (noted in the packet as sections 4.02 and 4.25) regarding alternate cul‑de‑sac designs and a 35‑foot minimum diameter.
After public comment and questions about fire response, taxation under TIF and other infrastructure impacts, trustees moved to postpone final action. On motions recorded in the minutes, the board tabled the two waiver requests (no sidewalks along W Denton; temporary 35‑ft turnaround at the west end of 6th Street), the preliminary plat approval, and consideration of the subdivision agreement for Linda’s Retirement LLC until a special meeting scheduled for Feb. 12, 2025, at 6:30 p.m.
The postponement gives the planning commission time to review the final plat and allows trustees to obtain more information about sidewalks, cul‑de‑sac design alternatives, lagoon repair needs and funding options, and public safety responses for the proposed development.
