Spring Lake Heights Council approves Sixth Ave. change order, bonds and routine bills; names centennial committee

The Spring Lake Heights Borough Council on Nov. 17 approved a series of routine and project‑closeout measures, including a final change order for the Sixth Avenue Improvements project and creation of a 100th Anniversary Committee.
Resolution R2025‑187 authorized Change Order #1 (final) for the Sixth Avenue Improvements project, increasing the Fernandes Construction contract by $30,185.85 to a revised total of $315,212.68. Council also passed R2025‑188 to release the designated performance bond and retainage and accept a maintenance bond from Fernandes Construction as part of contract closeout procedures. Councilwoman Sara King moved the change order; both measures passed with Ayes from John Casagrande, Michele Degnan‑Spang, William Graetz, Sara King and Christopher Willms; Councilman Leonard Capristo was absent.
The council approved R2025‑186, a place‑to‑place transfer for Spring Lake Banquet Operations, and approved payment of two bills lists (R2025‑189 and R2025‑190) covering claims dated Oct. 29 and Nov. 14, 2025. The consent agenda, which also included a shared service agreement for leaf collection with Wall Township and acceptance of a performance bond for Ocean Road improvements, was adopted by voice vote of the members present.
Separately, the council approved Resolution R2025‑185 to establish a Spring Lake Heights 100th Anniversary Committee to begin planning events for the borough's centennial in May 2027; Mayor Christopher Campion nominated Councilman Christopher Willms, Councilwoman Sara King and historian Donald Brahn to start the committee work. Historian Donald Brahn noted the borough was incorporated in May 1927 and recommended involving municipal departments and resident volunteers in planning.
There were no contested votes recorded; all listed resolutions passed by the council members present. The meeting adjourned at 7:55 p.m.; the next regular council meeting is scheduled for Dec. 15, 2025.
