Spring Lake Heights Borough Council approves 2024 audit certification, corrective action plan and health commission name-change addendum

The Borough Council of Spring Lake Heights voted Oct. 20 to certify review of its 2024 annual audit, approve a corrective action plan, authorize payment of the Oct. 16 bills list and accept a contract addendum recognizing a regional health commission's name change.
Council President William Graetz called the regular session to order at 7:00 p.m. in the Frank E. Adams Municipal Building. The council amended the evening's agenda to add Resolution No. R2025-179, which formalizes a contract addendum acknowledging the Jersey Shore Regional Health Commission's name change; that amendment passed on a 5-0 vote with Councilman Leonard Capristo absent.
The most substantive items were a set of routine financial and administrative actions. On a motion by Councilman John Casagrande, seconded by Councilwoman Sara King, the council certified that members had reviewed the 2024 annual audit (Resolution R2025-176). Borough Administrator John Barrett then explained the audit process and what the corrective action plan requires; on a motion by Councilman Christopher Willms, seconded by Councilman John Casagrande, the council approved the corrective action plan (Resolution R2025-177). Both resolutions passed 5-0 with Councilman Leonard Capristo absent.
The council also approved payment of the itemized claims listed on the Oct. 16, 2025 bills list (Resolution R2025-178) on a motion by Councilman John Casagrande, seconded by Councilman Christopher Willms, and approved the contract addendum with the Jersey Shore Regional Health Commission by the same 5-0 margin (Resolution R2025-179). The meeting minutes for Sept. 20 and Oct. 6 were approved earlier in the meeting; the Sept. 20 minutes recorded Council President Graetz as abstaining and the Oct. 6 minutes recorded abstentions by Graetz and Willms.
Councilwoman Michele Degnan-Spang used her report to remind residents about upcoming leaf, brush and bulk pickups and to note that recreation play structures were ready for the borough's Fall Festival. With no further business, the council adjourned at 7:16 p.m.
Meeting minutes were signed by Janine Gillis, Borough Clerk, and the minutes record an approval date of Nov. 17, 2025.
