Spring Lake Heights council approves road, construction and kayak-project contracts

SPRING LAKE HEIGHTS, N.J. — At its Oct. 6, 2025 meeting the Borough Council approved a series of resolutions awarding public-works and professional-services contracts, and approved two bills lists.
The council voted unanimously among members present (Ayes: Councilman John Casagrande, Councilwoman Michele Degnan-Spang, Councilwoman Sara King; Absent: Councilman Leonard Capristo, Councilman William Graetz, Councilman Christopher Willms) to award R2025-170 to Fernandes Construction for Ocean Road improvements and to authorize scopes of work for H2M Associates under R2025-171. The council also approved R2025-172 and R2025-173 to pay itemized bills lists dated Sept. 26 and Oct. 3, 2025.
In a separate vote the council approved R2025-174, awarding a contract to Whirl Construction, Inc. for $283,600. The meeting minutes record the motion as passing 3-0 among members present. The minutes do not list a contract amount for R2025-170 or R2025-171; those amounts were not specified in the meeting record.
The council also approved R2025-175, awarding a professional-services contract to T&M Associates for work on the municipal kayak launch project; the resolution was approved by the same 3-0 vote. The meeting record does not specify the dollar amount for the T&M Associates contract.
The council enacted a consent agenda (R2025-166 through R2025-169) earlier in the meeting that included approval of a partial closure of Lake Avenue for Nov. 2, a Halloween curfew, a borough civil-rights policy for personnel/volunteers, and the Borough Clerk's employment agreement.
