Spring Lake Heights council approves telecom lease, drainage easement and hires consultant pending grant award

The Spring Lake Heights Borough Council on May 19 approved a package of ordinances and resolutions including a lease with New Cingular Wireless for telecommunications facilities (Ordinance 2025-09), acceptance of a drainage easement for a portion of Block 87 Lot 33 (19 Jason Drive) via Ordinance 2025-11, and an authorization to contract with Vanasse Hangen Brustlin, Inc. (VHB) for professional services pending a grant award to cover consultant fees and site cleanup.
Council President William Graetz presided over the meeting. Borough Administrator John Barrett explained the VHB contract: the borough is pursuing grant funding for a property cleanup and the authorization allows the municipality to retain the consultant in advance of a grant award; Barrett said the anticipated grant funding is expected to fully cover the consultant’s fees and the cleanup costs.
Ordinance 2025-09, approving a lease agreement with New Cingular Wireless for telecommunications facilities at Block 24 Lot 8, was opened for public hearing; no members of the public commented and the ordinance was adopted on a recorded unanimous vote (motion by Councilman Christopher Willms, second by Councilman John Casagrande). Ordinance 2025-11 accepting a drainage easement for a portion of 19 Jason Drive was also adopted unanimously.
On the consent agenda, the council approved routine refunds and tax corrections (R2025-106 and R2025-107). Resolution R2025-108 (waiving the Cornelius V. Kelly Community Center rental fee) was removed for separate consideration; Councilman John Casagrande requested that approval be conditioned on the applicant providing proof of insurance, and the council recorded that condition when approving the resolution. The council also approved payment of the itemized May 16 bills list (R2025-110).
During public comment Borough Administrator Barrett and Council members reiterated that park improvements are planned for Joseph E. Robertson Park, including relocating play structures and adding pickleball courts; Barrett said a new tot lot play structure has been ordered and Councilman Leonard Capristo said the project is expected to begin in late summer or early fall. Councilman Christopher Willms reminded residents that street sweeping is scheduled May 19–23 and Council President Graetz announced the Memorial Day ceremony and Youth Government Day dates.
