Spring Lake Heights council adopts T‑Mobile lease ordinance, introduces additional wireless leases and approves permits

The Spring Lake Heights Borough Council adopted Ordinance 2025-08 on May 5, 2025, approving a lease agreement with T‑Mobile Northeast LLC for a telecommunications tower and related facilities. Councilman John Casagrande moved the ordinance, Councilman Christopher Willms seconded, and the measure passed unanimously.
At the same meeting the council introduced Ordinance 2025-09, authorizing a lease with New Cingular Wireless for telecommunications facilities (Block 24 Lot 8), Ordinance 2025-10 amending Chapter 9 (recreational facilities), and Ordinance 2025-11 accepting a drainage easement for a portion of Block 87 Lot 33 (19 Jason Drive). Each introduced ordinance was scheduled for public hearing on May 19, 2025.
The council approved a consent agenda of routine municipal actions (Resolutions R2025-95 through R2025-99) covering temporary road and event closures, fireworks at Spring Lake Golf Club (July 5), outdoor music authorizations, utility account credits and releases of performance/maintenance/escrow monies, and summer recreation hires.
Resolution R2025-94 (temporary closure of a portion of Lake Avenue) was pulled for discussion by Councilman Casagrande, who requested a required risk-management/insurance agreement; Borough Attorney Michael Collins characterized the agreement as standard municipal insurance/indemnification practice. The council approved R2025-94 with the condition that the needed agreement be approved by the borough attorney before full implementation.
The council also approved administrative resolutions to certify compliance with EEOC enforcement guidance (R2025-100) and to authorize bills payments on the April 16 and May 2 lists (R2025-102 and R2025-103). The minutes include a typographical reference to “R2925-103” that appears to be R2025-103; the record shows Councilman Casagrande abstained on the May 2 bills list.
The council granted an outdoor music permit (R2025-104) for The Shore Club at 700 Highway 71 and approved a one-day extension of premises for alcoholic beverage service at the same address (R2025-105). All votes on these items were recorded as unanimous unless otherwise noted in the minutes.
