Brian Strotter, chair of the Citizens Advisory Council for the block grant, presented the committee's recommendations after two public hearings and closed deliberations: the committee received 14 applications requesting about $570,000 while the city's anticipated 2026 entitlement is roughly $323,000. Strotter said the recommendations are estimated and subject to adjustment pending HUD's final award.
The advisory committee recommended public-service awards that include $15,000 for Franklin Community Center to provide emergency rent and utility assistance and $23,450 for Wellspring staff advocacy to support the domestic-violence shelter's required 24-hour staffing. Non-public-service recommendations included $15,000 for Franklin Community Center's food pantry improvements, roughly $82,797 for critical home repairs through Rebuilding Together Saratoga County, $90,050 for replacement heating units at Jefferson Terrace (Saratoga Springs Housing Authority), and $30,000 for Wellspring shelter renovations. The committee proposed $50,000 for community development program administration and suggested applying proportional adjustments if HUD awards differ from the committee's estimate.
Strotter thanked committee members and said the committee remains available to work with councilors and staff as allocations are finalized.
