Stockton council approves $12,350 change order to add A/B switch to sewer emergency generator

Stockton Borough Council approved Resolution 2025-76 on Oct. 6, 2025, amending the contract with Foley, Inc. to add an automatic A/B switch to the borough’s new sewer emergency generator at an additional cost not to exceed $12,350, increasing the total contract amount to $168,605.

The motion to approve the resolution was made by Councilperson Hunt and seconded by Councilperson Brown. A roll call recorded Councilpersons Brown, Hunt and Meltzer voting "aye," producing a 3-0 approval. Councilperson Fisher had left the meeting at 7:45; Council President Michael Mann and Councilperson Folz were excused.

The resolution notes that the original contract with Foley, Inc. was awarded by Resolution 24-89 on Dec. 16, 2024, for $137,430 and that Change Order #1, approved by Resolution 25-59 on June 19, 2025, added preparatory work (surveying, engineering and permitting) for $18,825, bringing the contract to $156,255. Borough staff and the Infrastructure Committee determined the A/B switch—intended to enable an automatic transfer between the new generator and an alternate electric source—was needed; the borough’s chief financial officer certified that sufficient funds are available for the change order.

Council members moved into executive session earlier in the meeting to receive a litigation update on an affordable-housing matter (Docket No. HNT-L-58-25) and to discuss additional funding for the generator A/B switch; the council returned to open session and then voted to approve the change order. The meeting was called to order by Mayor Aaron Lipsen and was held via Zoom. The meeting adjourned at 8:15 P.M.

The resolution states the added work shall follow Foley, Inc.’s original proposal; remaining contract terms remain in effect. No further public details about the executive-session litigation update were released at the meeting.
