Stockton discusses short-term rental rules, seeks Complete Streets technical help and clears cell-tower lease amendment

At its Oct. 20 meeting Stockton Borough Council discussed a draft short-term rental ordinance aimed at registering short-term rental properties, requiring safety inspections and defining a principal resident status. Attorney Lisa Maddox outlined draft provisions and council members debated frequency limits, inspection authority and the borough’s limited power to impose a hotel tax (a 3% maximum was discussed).
Resident Adam Juncosa urged strict limits on Airbnb-style rentals, saying outside companies could “create multiple different, short-term rentals that would change the voice of Stockton” and raising parking concerns. Council members said the draft is a starting point for feedback and that enforcement and definition of principal residence are key issues to refine.
Separately the council unanimously approved a resolution to apply for the Complete Streets Technical Assistance Program through the North Jersey Transportation Planning Authority; the program provides planning-level help (no direct funding) from the Voorhees Transportation Center at Rutgers University and Sustainable Jersey to advance a specific Complete Streets project.
Later in the meeting the council approved Resolution 2025-84 to amend the Cellco Partnership lease, authorizing American Tower to make equipment improvements to the borough’s telecommunications tower per construction plans revised Aug. 25, 2025; the resolution requires American Tower and Cellco to secure any additional state or local approvals required to complete the work.
No new short-term rental ordinance was adopted at the meeting; the matter will return for further drafting and public feedback. The Complete Streets application commits municipal staff to participate in planning assistance if Stockton is selected.
