Stockton Borough Council on Oct. 20 approved the first reading of Ordinance 2025-05 to allow $100,000 previously authorized for the sewer utility to be used for combined water and sewer utility purchases and installations. The ordinance was approved on first reading by a 4–0 roll-call vote and will take effect upon adoption and publication as provided by law.
During committee reports council members described ongoing infrastructure work: the concrete pad for a new emergency generator has been poured and is curing; the old generator will serve as backup and the new unit will start automatically on power loss. Councilperson Brown said the borough has ordered several water meters for replacement and that meter readers “will have photo ID’s issued by the county so they can identify themselves.” The borough is also conducting NJDEP-required lead-line inspections and using a priority list for which meters will be replaced first.
On capital contracts, the council approved Resolution 2025-79 to amend Change Order #2 with Foley, Inc. The change clarifies that an A/B switch to be installed for the new sewer-system generator will be manual (not automatic) and costs an additional $12,350, increasing the total contract to $168,605. Council described the switch as added protection in the event of mechanical failure.
Council also authorized payment of municipal obligations in the amount of $187,192.10 and approved joining the New Jersey Water Association to gain technical and operational benefits for the borough’s water infrastructure.
