Lancaster County approves $3.26 million for roads and $1.5 million for self‑insurance claims

Dennis Meyer, Lancaster County Budget and Fiscal Officer, told commissioners the group self‑insurance fund needs a $1.5 million increase because FY26 health‑insurance claims have exceeded budgeted amounts. "The fund does have a cash reserve of about 11.9 million," Meyer said, adding the county will draw on that reserve to cover claims through June 30.
Meyer also asked to increase the Bridge & Special Roads Fund by $3,260,071 to allow the county to surface Pine Lake Road (just over $2 million in his estimate) and to cover two bridge contracts (X84 and C262, totaling about $1.2 million). He said the board will cover the work by redirecting a previously planned $2.8 million transfer that had been destined for the highway fund and applying $350,000 from the Engineers Office budget.
Commissioners said they had discussed the transfer previously and praised engineering staff for adjusting priorities. No members of the public testified for or against the requested appropriations during the hearing.
The board approved the resolution by roll call (Best: yes; Flower: yes; Shulty: yes; Yokum: yes). The funding adjustments are intended to let the county finish the listed projects in the current fiscal year; the group self‑insurance increase will reduce the fund balance but cover outstanding claims.
The board closed the public hearing and moved on to other business.
