At the May 19 meeting, Councilmember Rob Endter expressed dissatisfaction with the responses his April 21 motion generated from city legal counsel and auditors and moved that the Personnel Committee, in consultation with legal counsel, prepare a written memorandum documenting the incident, the control failure, corrective actions taken and expectations going forward without identifying individuals.
The motion received no second. Mayor Brett Baublitz declared the motion has died for lack of a second. No alternate direction or vote on the requested memorandum was recorded.
Endter framed the motion as seeking a non-identifying summary and corrective plan; the transcript records only that the motion lacked support and did not advance. The council later entered closed session for a personnel review unrelated to that failed motion.
