Windsor Locks selectmen review audit, Main Street timing, train station work; refer tractor purchase and confirm appointments

Audit update: Finance Director Yana Abramovich told the board the 2024 audit is about two-thirds complete and that a draft would likely be available by the end of March.
Development and buildings: First Selectman Jon Savino said Trinity Financial expects to begin construction on the WL Commons (Main Street) project in mid-May. On the historic train station, Savino said the State of Connecticut will pour the concrete slabs and then the station work will be complete.
DPW equipment: Public Works Director Devin Cowperthwaite described the need to replace the 2014 Kubota diesel tractor. Kubota offered a $15,000 trade-in; replacement cost was estimated at about $36,143. Selectman Mark Whitten moved to refer the purchase to the Board of Finance and recommended using about $22,000 from unallocated capital if available; the motion carried.
Refunds and appointments: The board approved prior-year and current-year tax refunds totaling $323.87. Selectmen appointed Paul Reidi to the Board of Assessment Appeals (the attached nomination letter spells the name as Paul Riedi) and John Farrelly Jr. to the WPCA.
