Board moves forward with SEQR review for proposed Harbor Island community garden relocation

At the Dec. 9 work session village legal staff presented plans to relocate the community garden from Walker Park (near Exit 95) to a proposed 100‑by‑100 area at Harbor Island Park that would contain roughly 40 plots and be secured by a vinyl chain‑link fence on concrete footings.
Mary Desmond advised trustees that the paperwork needed to comply with state environmental review rules. She recommended the board classify the proposal as an "unlisted action," declare its intent to be lead agency and circulate the Environmental Assessment Statement (EAS) to the appropriate land‑use boards for the State Environmental Quality Review (SEQR) process. "I suggest that it should be declared an unlisted action, the board should declare its intent to be lead agency, and circulate that intent along with the EAS to the land use boards," Desmond said.
Trustees discussed time and funding: staff noted the project estimate is in the order of $30,000 and asked for guidance on timing so the project could move through referral and advisory opinions in January and February. The board directed staff to type the action, circulate the EAS and begin the SEQR lead‑agency process; the board will review funding and referrals as the SEQR timeline unfolds.
No final site work or funding appropriation was authorized at the work session; the SEQR determination and any funding decisions will return to the board after required circulation and comment periods.
