Board awards 2026 paving contract to Long's Asphalt, includes Summer Hill overlay alternate

East Brandywine supervisors approved awarding the 2026 road‑paving contract to Long’s Asphalt Incorporated after Cedarville Engineering Group reviewed competitive bids.

Public works staff reported three bids were received and that Long’s Asphalt submitted the lowest responsible bid. The bid package included a proposed alternate to upgrade Summer Hill Road from double chip seal to a fabric and asphalt overlay; the alternate was priced at $34,167.98. Inclusive of the alternate, the total contract amount presented to the board was $585,258.14, which staff said remained $13,189 under the approved project budget and within total available funds ($598,000). Funding sources noted were capital budget line 438.C111 ($418,448) and the state liquid fuels line (35.439.72) $180,000.

A supervisor raised long‑term pavement management concerns — suggesting milling before repeated overlays to preserve drainage and longevity. Staff noted striping started in 2015 and that double‑yellow lines are legally unnecessary but provide nighttime guidance; supervisors acknowledged resident aesthetics concerns but indicated potential safety tradeoffs.

Motion and vote: the board moved, seconded and approved awarding the 2026 paving contract to Long’s Asphalt for $585,258.14, inclusive of the Summer Hill Road overlay alternate.

Next steps: staff will proceed with contract execution and project scheduling under standard procurement and permitting procedures.
