The East Brandywine Board of Supervisors voted to classify the proposed expansion at 2090 Bonsville Road as an industrial/warehouse use under township code and approved site circulation and shared access arrangements.
Engineer Matt Blush (JR Engineering) presented a plan for an 8,000‑square‑foot building addition for owner Terry O’Neal and described the project as an extension of an existing pool‑service/equipment maintenance business with limited office area and primary storage/warehouse functions. Blush said the site will provide 27 parking spaces (existing 19 plus eight proposed). He said the applicant expects up to eight employees on the largest shift.
Township staff (Luke) explained that, for uses that are not explicitly listed in the zoning chart, the board must select the most appropriate existing category for parking calculations. Using the code’s D1 standard (industrial/warehouse), staff’s square‑footage calculation (existing plus new ≈12,000 sq ft) implied a 24‑space requirement; the plan shows 27. After discussion about employee counts, customer traffic and how portions of the building are used, the board moved to designate the use as industrial/warehouse under section 399‑108D1 and to accept the 27 spaces shown on the plan. The motion was seconded and approved by voice vote.
The board also addressed emergency access and a 50‑foot access easement serving residential lots behind the property. Staff said the fire chief reviewed the circulation and signaled comfort with the layout. The board moved to approve the internal circulation (section 399‑82C1) as adequate, with the condition that the fire chief’s letter accompany final approvals; that motion passed. Separately, the board approved the shared access easement as shown on the plan under section 399‑82B.
