The Elk Township Combined Planning and Zoning Board on Aug. 20, 2025, voted to deny Preliminary Major Site Plan Approval for Jai & Jas Real Estate, LLC and approved an extension of a minor subdivision for Russo Land Holdings, while accepting a postponement request from ARCR Home Builders.
The Board adopted Resolution 2025‑10 denying the Phase 1 Preliminary Major Site Plan (Application No. SP‑24‑01) for Jai & Jas Real Estate, LLC (Block 44 Lot 6, 1092 Elk Rd, C2 Highway Commercial Zoning District). Mr. Goetsch moved to adopt the resolution and Mr. Richardson seconded. A roll‑call tally in the minutes records five yes votes, zero against and one abstention (reported 5‑0‑1). The meeting minutes do not record a detailed public or staff discussion of findings supporting the denial.
The board also adopted Resolution 2025‑11 to approve an extension of Minor Subdivision approval for Russo Land Holdings, LLC related to 1499 Ellis Mill Rd (Block 10 Lot 26). The applicant requested an adjournment to allow more eligible voters to participate; Chairwoman Nicholson said, “the Applicant has decided to postpone their application until the September 17, 2025 meeting.” Board Solicitor Brandon DeJesus said he had spoken with the applicant’s attorney and, “due to the low number of voting members present, the Applicant has requested an adjournment to the September 17, 2025 meeting and asked that any additional notice not be required as notice has been previously given.” Mr. Swanson moved to adjourn the ARCR application until Sept. 17, 2025, waiving any additional notice requirements; Mr. Richardson seconded and the motion carried unanimously.
The minutes record that the General Public Portion was opened and then closed with no public comments. The meeting was adjourned at 7:16 p.m. and the minutes were signed by Ann Marie Weitzel, Board Secretary.
