Jonesville council approves water and parks capital spending, appoints plant superintendent and schedules training

The Jonesville City Council on Aug. 21 approved multiple capital expenditures for the city’s water and parks systems, adopted year-end budget amendments, appointed a water and wastewater plant superintendent and scheduled a special training meeting.
The actions came during a regularly scheduled meeting called to order by Mayor Gerry Arno at 6:30 p.m. Council members Tim Bowman, Chris Grider, Brenda Guyse, George Humphries Jr., Delesha Padula and Andy Penrose were recorded as present along with City Manager Gray and department heads.
Councilman George Humphries Jr. moved, and Councilwoman Brenda Guyse supported, approval of two water-system contracts: Aladdin of Jackson, Mich., to re-gasket and test the electrical transformer at the Wastewater Treatment Plant for $16,370, and Peerless Midwest to overhaul the pump in Well No. 2 at the Iron Removal Plant for $29,660. The motion carried unanimously.
Council also approved park improvements after a motion by Tim Bowman supported by Delesha Padula. The purchases include replacement trash receptacles with lids and a plastic timber border for playground areas. The low equipment quote came from AAA State of Play (Indianapolis) for $24,038; Cobalt Rubber (Sturgis) will supply rubber mulch for Carl Fast Park for $17,100.
Mayor Gerry Arno moved, seconded by Tim Bowman, to set a special meeting for Sept. 30 at 5:30 p.m. for training on the conduct of meetings, parliamentary procedure, the Open Meetings Act, the Freedom of Information Act and ethics. Council candidates and members of other city boards and committees are invited; the meeting will be held at the Jonesville Police Department unless a larger venue is needed.
Brenda Guyse moved, seconded by Delesha Padula, to approve payment of the final invoice for the Maumee Street Construction Project in the amount of $107,520.27. Andy Penrose moved, seconded by Brenda Guyse, to approve Fiscal Year 2023/24 year-end budget amendments. Both motions passed unanimously.
On personnel, the council—acting on the City Manager’s recommendation—appointed Shawn Mullaly as Water and Wastewater Treatment Plant Superintendent after a motion by Brenda Guyse supported by Chris Grider.
The council approved routine business items including the July 17, 2024 meeting minutes and Accounts Payable for August 2024 totaling $225,041.32, and received minutes from the Downtown Development Authority (July 9) and the Planning Commission (July 10). Department heads and the city manager provided updates; the minutes record that reports were given but do not detail their contents.
Mayor Arno adjourned the meeting at 7:06 p.m.
