Council hears trail, visitor center and recreation updates; recreation board appointments approved

Glinda Coleman updated the council on Hometown Association initiatives, reporting that Blue Ridge Trail Works has made steady progress on the lower portion of the rail bed trail despite rain-related delays. Scott Brown said drainage has been improved and crews now expect to finish in early September rather than the end of August.
Coleman said Bolton & Menk completed a study that should identify the best route to connect Rocky Creek to the rail bed trail and provide probable cost estimates and potential grant options. She also said Alliance and LS3P continue to develop construction plans for a Visitor’s Center and that some federal grants identified may not require a local match. Thomas Causey reported he has not yet received word on the Brownfield site‑specific assessment and clean‑up grant and is exploring other funding opportunities.
On local programming, the Hometown Association announced a Scarecrow Contest with rules to be posted the first week of September (contestants will get extra time to install displays) and a Pop‑Up Market scheduled for Oct. 17 where contest winners will be named.
Recreation Director matters were discussed by Glenn Gladden, who said recreation activities were delayed during a personnel change that caused the soccer registration deadline to be missed; soccer will begin in the spring. Football has resumed and the board and director have provided coach training. Lewisville will join Great Falls Recreation, and the department is coordinating with Chester and local schools. Gladden said the director should attend council meetings or, if unavailable, a board member should represent the department.
Council Member Gonzalez moved to accept Resolution 2024‑104 appointing members to the Recreation Board; Council Member McManus seconded and the motion passed unanimously. Mayor Brantley said the council still needs to adopt policies and procedures clarifying the board’s roles and responsibilities and indicated a separate resolution will be prepared for that purpose.
