Kingsley council approves benefit-fee invoice for county road commission, adopts amended water and sewer rates

The Village of Kingsley Village Council voted Oct. 28 to direct the village manager to invoice the Grand Traverse County Road Commission $19,197.50 for water benefit fees and $1,750.00 for sewer benefit fees related to the commission’s new building on M-113.
President Pro Tem Weger moved the invoice direction, Trustee McPherson seconded, and the motion carried with six members voting in favor and Trustee G. Bogart recorded absent. Manager Aldrich was instructed to issue the invoices on the village’s behalf.
Also on the agenda, the council adopted Resolution 12-2024 to set water and sewer rates “as amended.” President Pro Tem Weger made the motion to accept the resolution; Trustee Weber seconded. The roll-call vote recorded Lajko, Weger, McPherson, Wallace, Bott and Weber voting yes, with Bogart absent. The council scheduled a public hearing on the rate changes for the Dec. 10, 2024 regular meeting.
Kyle Bond of the Michigan Rural Water Association provided a presentation on sewer rates earlier in the meeting. The presentation was listed on the agenda and was provided to inform council deliberations on rate-setting, but the minutes record no additional motions tied directly to the presentation.
The actions taken at the Oct. 28 special meeting affect the village’s utility billing and developer/agency invoicing for new construction; the public hearing on Dec. 10 will allow for formal public testimony on the adopted rate changes.
