The Village of Kingsley Village Council voted on Nov. 6, 2024, to extend a conditional offer for the village manager position to candidate Charlie Jetter and authorized an interim manager to present the offer with a specified salary range.
At a special meeting called to order at 4:00 p.m. at Village Hall, President Lajko and council members heard a schedule of interviews for four candidates earlier in the evening: Leah R. Moskovitz (4:00–5:00 p.m.), Eric Ceci (5:00–6:00 p.m.), Adam Hatchew (6:00–7:00 p.m.) and Charlie Jetter (7:00–8:00 p.m.). No members of the public offered comment during the meeting.
In a motion led by Trustee Wallace and seconded by President Pro Tem Weger, the council voted to offer the position to Charlie Jetter. The roll-call vote on that motion recorded Yes votes from Trustees McPherson, G. Bogart, Weger and Wallace and No votes from President Lajko and Trustee Bott; Trustee Weber was absent. Following that vote, the council passed subsequent motions naming Leah R. Moskovitz as the second in line for the position and Eric Ceci as the third in line.
On a separate motion, President Lajko, seconded by Trustee Weber, moved to give Interim Manager Dan Hawkins authority to present the offer to Jetter with a starting salary of $72,000 and not to exceed $75,000. The motion carried on a roll call that recorded Yes votes from Lajko, Bott, McPherson, Bogart, Weger and Wallace; Trustee Weber was recorded as absent for roll-call purposes on that vote. The motion language authorizes Hawkins to make the offer within the stated salary parameters; the transcript does not specify additional contract terms or contingencies.
Trustee Bott, who arrived at 4:08 p.m., participated in later votes. Trustee Weber was recorded absent for portions of the meeting. The agenda also listed a discussion of contract elements but the transcript records no detailed contract provisions beyond the authorized salary range.
The council adjourned at 8:11 p.m. following the scheduled business.
Details of formal motions and roll-call outcomes are reflected in council minutes and the transcript of the Nov. 6 special meeting.
