Staff presented the review of three proposals and a scoring matrix used by an internal committee. Bolton & Mink scored highest on experience and design quality; Nandina Incorporated submitted a substantially lower fee, which staff said raised concern because their proposal lacked documented splash‑pad experience and included an unusually small civil engineering fee.
Jody (staff) told council the recommended action is to authorize negotiation with Bolton & Mink on a design contract with a not‑to‑exceed amount of $195,150, and to return with negotiated fees and contract documents. Council approved the recommendation; staff said they will negotiate fee details and bring final contract documents for execution.
Council members emphasized the importance of selecting a firm experienced with splash‑pad projects and learning from neighboring municipalities’ experiences about operations and aftercare. Staff also noted the design work includes architecture, landscape architecture, civil engineering and proprietary splash‑pad equipment design and manufacture.
Next steps: staff will negotiate final fees and scope with the recommended design team and proceed toward construction documents and permitting.
