Hartsville City Council adopted the city's 2025 Master Plan on April 8, approving Resolution 042502 after years of public engagement and planning.
City Manager Daniel Moore and members of the consulting team thanked volunteers, focus groups and residents who participated in the process. A representative of the consultant team (identified only as Irene in the meeting record) and council members highlighted that the plan includes implementation details staff can act on.
"We've had significant city involvement," Moore said, and council members echoed appreciation for volunteers who attended visioning sessions and focus groups. The plan will be posted on the city website.
Council approved the master plan by voice vote. Officials described the plan as a blueprint for priorities over the next 10—20 years and said staff will follow the implementation actions included in the document.
