Hartsville council authorizes $4 million SC DOT sidewalk grant application for Fourth Street

The Hartsville City Council voted May 13 to authorize an application to the South Carolina Department of Transportation for a roughly $4 million sidewalk project on Fourth Street.
City Manager Daniel Moore described the project as part of the city’s recently completed master plan, saying the grant would fund sidewalks from Fourth Street up toward Davis Street down to Hartsville Crossing and beyond. Moore said the grant carries a 20% city match — “about a $400,000 match from the city” — and that the city may apply for assistance to reduce the local share to around 10% and phase the work into manageable segments.
Moore said the project is intended to provide safer pedestrian access for GSSM students and other residents to nearby stores and destinations. The council voted to approve Resolution 052503 to submit the grant application.
Council members and staff named Cody Mitchell and the city's CTC commission as local partners on the effort. The motion to approve the resolution passed by voice vote.
If awarded and phased as planned, the project will require subsequent engineering, right-of-way coordination with SCDOT, and implementation decisions by council when funding and phases are defined.
