The Monmouth City Council voted to sell a 1.79-acre city-owned parcel at 1100 South 11th Street to Andy Doyle for $5,000, with the administration notifying the council that rezoning from R2 (medium-density residential) to B2 (commercial) has been initiated.
A city staff member identified as Lou reported that the property was deeded to the city in 2003 by Midwest Bank at no cost and has no liens. "Andy Doyle has offered $5,000 to purchase this property," Lou said during the council presentation. The administration expressed no objection to the sale at that price and noted the rezoning and planning commission review are required before any development occurs.
Council members discussed the prospective use of the site. A council member summarized the buyer’s stated intent as building a structure for youth activities, "put a basketball court and batting cage and that stuff in there," and confirmed final construction would be subject to B2 zoning approval and planning-commission review.
The council moved and seconded a motion to sell the property subject to the rezoning process. The motion carried on roll call: Saw Yes; Ferry Yes; Van Fleet Yes; Seal Yes; Webber Yes.
Votes at a glance: - Approval of June 1 minutes — motion carried (Teel Yes; Webber Yes; Dawe Yes; Berry Pass; Van Fleet Yes). - Consent agenda (pay bills) — motion carried (Weber Yes; Daugherity Yes; Berry Yes; Van Fleet Yes; Seal Yes). - Motion to enter executive session (appointment) — motion carried (Ferry Yes; Van Fleet Yes; Seal Yes; Webber Yes; Saw Yes). - Motion to return to regular session — motion carried (Bamplate Yes; Teel Yes; Webber Yes; Saw Yes; Berry Yes).
What happens next: the rezoning application will go to the planning commission for review; the item is expected to return to council on July 6 for final action subject to planning-commission recommendations.
