Council accepted Mansfield's $5,000 quote to repair and reconnect a sinkhole and pipe at Municipal Lot #1, with the borough providing pipes and fittings (materials estimated at $5,000); Councilor James Kerns moved the motion and Councilor Steadman seconded it. The motion carried unanimously.
Bids for the Devereaux Park/French Creek Trail project were opened and Vavala Concrete submitted the low bid of $84,774. Councilor Osborn moved and Councilor Steadman seconded awarding the project to Vavala Concrete for $84,774; the motion carried unanimously.
Solicitor Wachter recommended clarifying the borough’s Right‑to‑Know Rules and Regulations regarding anonymous requests; Councilor Osborn moved and Councilor Steadman seconded approval of the updated language and the council approved the change unanimously.
A public meeting on the Broadband Ready Community designation drew no public attendees. Councilor James Kerns moved and Councilor Melissa Winkler seconded a resolution authorizing an application to the PBDA and appointing Erie Area Council of Governments as the municipal broadband champion; the motion carried unanimously.
Council members also reviewed amendments to the parking and zoning ordinances, agreed to the proposed changes and directed staff to send the zoning draft to Erie County Planning and Union Area Planning for comment before advertising. The public business meeting adjourned at 6:38 p.m.; an executive session to discuss personnel and contracts followed from 6:42–7:37 p.m.
