Union City approves emergency repairs after sinkholes expose failing stormwater pipe

Union City Borough Council on Tuesday approved emergency stormwater repairs after borough staff reported a sinkhole and a collapsed run of galvanized pipe behind 98 East High Street.
Streets Supervisor Bob Phillips told council a camera inspection showed roughly 50 feet of intact cement pipe followed by about 90–100 feet of corroded galvanized pipe; the inspection camera fell into the failing section and could not be retrieved. Mansfield quoted $14,500 to replace the galvanized section with plastic pipe, and council voted to accept that quote. Council also approved contracting Mansfield to cut and open a sinkhole in Municipal Lot #1 and spend up to $6,000 to determine the cause, after first contacting McLallen Construction for price and availability.
Councilor Steadman moved both measures; the $14,500 replacement and the Municipal Lot #1 inspection motion carried unanimously. Borough Manager Cindy Wells and Council President Cross discussed the need to act promptly to avoid additional property damage. The minutes record the sinkhole at 98 East High as approximately 3 feet wide by 8 feet deep and the damaged pipe run as galvanized pipe whose bottom had failed.
The actions are intended as emergency maintenance: the council did not direct additional capital funding beyond the approved contract amounts, and staff said they would return with any further cost implications or follow‑up recommendations.
