Union City council approves pipe repair contract, easements and property actions in routine session

Council unanimously approved a $22,295 contract to repair a sinkhole by replacing ~10' of 24" clay tile and installing a larger catch basin, approved easements for a catch basin at 104 East High and for a kayak/canoe launch at the American Legion ball field, and approved several routine land and pension items.
At its Aug. 13 meeting, the Union City Borough Council approved several infrastructure and property actions, including a contractor hire to repair a sinkhole at Municipal Lot #1, retroactive and new easements for stormwater and recreation access, a small parcel purchase for a gazebo project and routine finance and subdivision approvals.
Streets Supervisor Bob Phillips reported that a sinkhole near Municipal Lot #1 had undermined a section of 24‑inch clay tile. Engineers recommended replacing the tile, reconnecting pipes, installing a larger catch basin and replacing approximately 10 feet of pipe. Two contractor estimates were presented: Mansfield quoted $22,295 and McLallen Construction quoted $23,450; both estimates require the borough provide a truck for the project. Council voted unanimously to hire Mansfield for $22,295 to complete the work.
The council approved a retroactive easement between the borough and property owner Anthony Hickey at 104 East High Street. The motion, moved by Councilor Osborn and seconded by Councilor Kerns, confirms that PennDOT will install a catch basin that will empty into a ditch to be excavated and maintained by the property owner; the borough will install and maintain a second catch basin and accept responsibility for roughly 60 feet of connecting pipe between the basins.
Council also approved an easement with the American Legion to install and maintain a kayak and canoe launch at the American Legion ball field along French Creek. The launch will be installed using funds from the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council; the solicitor will draft the formal easement.
In other routine business the borough approved the 2024 Minimum Municipal Obligation for pensions (non‑uniform MMO $48,029; police MMO $0), a subdivision combining a portion of 92 West High Street into 88 and 90 West High Street (Erie County Planning had approved survey maps), and a retroactive purchase of a small parcel from 8 South Street for $500 to expand Municipal Lot #3 for a gazebo project. All motions passed unanimously.
Council agreed to move its regular meetings, beginning in September, to the first and third Monday of each month at 6:30 p.m.; the next meeting was set for Aug. 27, 2024 with the subsequent meeting on Sept. 16, 2024 due to Labor Day.
