Union City council approves canoe/kayak launch, removes landbank lien, approves Renaissance grants and accepts audit

Union City Borough Council unanimously approved several routine but locally impactful measures at its Aug. 27 meeting, including removal of a small lien on a donated property, selection of a contractor for a canoe/kayak launch, approval of Renaissance grant awards and formal acceptance of an audit.
Borough Manager Cindy Wells reported that the borough holds a lien of approximately $2,690 against 121 East High Street, a property that was donated to the Erie County Landbank. Councilor Kerns moved to remove and satisfy the lien for the full amount; Councilor Steadman seconded and the motion carried unanimously.
The council reviewed two quotes for installation of a canoe/kayak launch at the American Legion ball field. The quotes were Blum Property Services, LLC for $18,541.50 and Construction Services of PA for $16,679.00. Because the expected cost was below the $23,200 threshold for formal bidding, bids were not required. On a motion by Councilor Osborn, seconded by Councilor Kerns, the council accepted the $16,679 quote from Construction Services of PA; the award is contingent on receipt of an easement from the American Legion. The motion carried unanimously.
Manager Wells presented seven recommended Renaissance Grant applications covering $60,606 in project costs and requesting $23,600 in grant funds. She said the Renaissance Grant account holds $90,547.35. Councilor Steadman moved to approve the seven applications; Councilor Osborn seconded and the motion carried unanimously.
Council members also moved to pass a resolution accepting the audit report for the Erie Area Council of Government (EACOG) as reviewed by COG members; the resolution passed unanimously.
Each of these motions carried by unanimous voice vote of the councilors present (Councilors Joyce, Osborn, Steadman and Kerns). Several items included implementation conditions: the canoe/kayak contract award is contingent on the American Legion easement and the lien removal was recorded as satisfying the borough’s outstanding claim on 121 East High Street.
The council’s actions reflect routine municipal business focused on property maintenance, small capital work and blight remediation. No dissenting votes were recorded; items will proceed to the next administrative steps described by borough staff.
