Jackson council approves budget amendments, park repairs and SRO vehicle funding

At its Sept. 9 meeting the Town of Jackson council unanimously approved two budget amendments to recognize grant revenue and SCIIP payments, advanced a first reading to purchase a School Resource Officer vehicle (grant-reimbursed), renewed two Aiken County service agreements, and authorized several Thornton Park and infrastructure contracts.
The Town of Jackson council met Sept. 9, 2025, and unanimously approved a series of budget amendments, contract awards and service renewals covering parks, water infrastructure and public-safety equipment.
Mayor Gurney C. Wiggins Jr. reviewed Ordinance 25-12, which amends the FY 2024–25 budget to recognize PARD (parks and recreation) grant funds and cover additional engineering fees for the SCIIP water project. Councilmember Todd Etheredge moved approval; Councilmember Michael Bates seconded. The council approved the ordinance on its second reading.
The council also approved Ordinance 25-13 on second reading, a FY 2025–26 amendment to record a mosquito-control grant, authorize a construction payment for the SCIIP project, and transfer excess FY25 funds into the baseball savings account (surplus from two community baseball tournaments). Councilmember Bates moved approval with Councilmember Jordan Willingham seconding; the vote was unanimous.
Councilmembers approved Ordinance 25-14 on first reading to record the purchase of a new vehicle for the School Resource Officer. The purchase is expected to be reimbursed by the South Carolina Department of Public Safety SRO Grant Program. Councilmember Clay Holley moved first reading approval; Councilmember Kenny Teuton seconded, and the motion passed unanimously.
The council authorized renewal of two intergovernmental service agreements with Aiken County: one with Aiken County Victim Services to continue victim assistance for Jackson residents, and one with the Aiken County Public Defender's Office for indigent defense services. Both renewals were approved by unanimous vote after motions from Councilmembers Rosalyn Greene and Kenny Teuton, respectively.
On parks and capital work, Councilmember Jordan Willingham presented a monthly lighting agreement with Dominion Energy for tennis-court lights (estimated $27.13 per month) and recommended multiple Thornton Park contract awards. The council approved up to $960 to Custom Fence for fence repairs (funded 80% by a PARD grant); accepted Adam Sullivan’s electrical demolition bid for $3,100 plus a 10% contingency (80% PARD grant); and accepted R&L’s tree-limbing bid of $3,400 plus 10% contingency funded from Capital Outlay–Parks.
The council also approved an electrical service upgrade at Hook & Cook, authorizing David Weathersbee to supply materials and complete the upgrade at a materials-only cost of $3,500 funded from prior festival proceeds. For water infrastructure, Councilmember Teuton moved and Councilmember Bates seconded approval of Clearwater’s bid of up to $30,000 to repair the radio transmitter at the Atomic Road well and upgrade to a SCADA system; that cost will be reimbursed by Capital Project Sales Tax funds.
All motions recorded in the minutes passed unanimously. The meeting was adjourned at 5:43 p.m.; the council’s next regular meeting is scheduled for Oct. 14, 2025, at 5:00 p.m. in the Jackson Municipal Complex council chambers.
