Jackson council approves SRO vehicle, park upgrades and code updates in unanimous meeting

The Town of Jackson Council on Oct. 14, 2025, unanimously approved a budget amendment to purchase a School Resource Officer (SRO) vehicle reimbursed by an SCDPS grant, advanced multiple municipal code updates on first reading, approved park and facility work funded in part by settlements and grants, and authorized holiday and tennis-court lighting upgrades.
The Jackson Town Council unanimously approved a series of budget amendments, ordinance readings and vendor awards at its Oct. 14, 2025 regular meeting.
Mayor Gurney C. Wiggins Jr. reviewed an amendment to the FY 2025–26 budget to record the purchase of a new vehicle for the town’s School Resource Officer. The vehicle purchase will be reimbursed through the South Carolina Department of Public Safety SRO Grant Program. Councilmember G. Clayton Holley moved approval of the ordinance’s second reading; Councilmember Michael Bates seconded and the council voted unanimously to adopt Ordinance 25-14 on second reading.
The council also advanced several municipal code and policy updates on their first readings. Mayor Wiggins introduced Ordinance 25-15 to update the business license classification schedule to conform with state classifications, Ordinance 25-16 to revise Chapter 8.16 (noise regulations), Ordinance 25-17 to establish official park hours and penalties, and Ordinance 25-19 to add a minor curfew for individuals under age 15 in response to recent after-dark juvenile activity and related municipal property damage. All first readings passed unanimously.
Councilmembers also approved budget-related items affecting parks and public safety. On first reading, Ordinance 25-18 amends the FY 2025–26 budget to account for Thornton Park upgrades, the purchase of new police radios, and additional SCIIP engineering fees; the first reading passed unanimously. The council approved bids for renovation of the old concession stand at 68 Main Street in Harvey Park, awarding Kenrick’s the project at $24,000; the council noted funding will come from the SRS settlement. Councilmember K. Jordan Willingham moved to accept the bid; Councilmember Michael Bates seconded.
On equipment and fleet maintenance, the council authorized Aiken’s Finest Auto Care & Exhaust’s estimate of $2,400 to repair the 2018 Ford Code Enforcement truck, to be paid from the Vehicle Repairs line item. Separately, the council approved bids to upfit and equip the SRO vehicle; those purchases will be funded by the SCDPS SRO Grant and were submitted at state contract pricing.
Facility and streets items included approval to upgrade tennis-court lighting from the previously approved 260-watt fixtures to 420-watt fixtures, after council members determined the lower-watt fixtures did not provide adequate illumination. The council also authorized the Streets Committee to spend up to $15,000 from Capital Outlay—Streets to purchase new Christmas decorations for Hwy. 125 and to donate the town’s old lights to Ridge Spring; the Streets Committee will meet Oct. 21, 2025. Councilmember Michael Bates reported that mosquito spraying was scheduled for Oct. 14 ahead of the Hook & Cook Festival and that he will follow up with Senator Young on pending SCDOT sign and tree-trimming work orders.
No votes recorded in the minutes were opposed or divided; motions reported in the minutes passed by unanimous vote. The council adjourned at 5:31 p.m.; the next regular meeting is scheduled for Nov. 11, 2025, at 5:00 p.m. in Council Chambers at the Jackson Municipal Complex.
