The agreement includes a provision that Wolff will cover the Village’s 80% employer contribution toward his health insurance premium for the month of April, a point councilmembers debated during the meeting. Council discussion also touched on how payroll and time‑off benefits are credited and administered; Councilmember Peavey said vacation time should accrue incrementally each pay period rather than being granted as an annual lump sum and recommended the village explore automated payroll and timekeeping systems to replace current manual processes.
President David K. Torgerson reviewed planning for filling the manager role and highlighted Deputy Manager Jessica Manley’s qualifications, noting her work toward a bachelor’s degree, participation in the Michigan Municipal League (MML), and completion of a Certified Zoning Administrator credential through Michigan State University Extension. Torgerson moved, and Councilmember Carol Shannon seconded, to appoint Jessica Manley as Interim Village Manager effective Saturday, March 28, 2026. The motion passed unanimously, 5‑0. The Finance Committee will convene to consider an employment agreement for the interim role.
The council also rescheduled its March regular meeting from March 17 to March 24 at 7 p.m. and recorded no public comments or council comments during the special meeting.
